Decodence + Archon/Tiefling Race Compatibility Patch

Description
This simple patch properly integrates the new biomes (tundra and autumn) from Decodence into the racial preferences of the two races added by Eomoloch.

Additionally, this fixes the bugs in Decodence where only cities were reacting to the new biomes (i.e. units were not) and spells interacting with biomes didn't account for the new ones. The bug fixes apply to all races.

I'll fix any other bugs I find in these two mods when I can. Keep an eye on the change log.
