Racial Heritage - Brimstone Quarry Fix

Description
By default, the Brimstone Quarry (from Stormy Heights dwarves) added in Eomoloch's Racial Heritage Mod doesn't do anything. This simply fixes it.

@X3JA The Brimstone Quarry adds a modifier to Flowrock Quarries in the city's domain, reducing pop growth but increasing income by a fair amount.
