FOW-IFA TFAR Harmoniser (Compat)

Description
Harmonises/makes the TFAR settings for IFA and FOW compatible and brings them down to reasonable settings for the period (10k for backpacks, 2k for the SCR)

uhm, for me it seems the SCR is at 20k just so you know!
