History:
Located on the edge of the Gulf of Mexico, El Tajín is one of the most important pre-Columbian sites in the whole country. It was for many centuries the cultural center of the Totonacs, whose descendants still live in the area. The site, classified by Unesco, was founded in the 2nd century and reached its peak between the 5th and the 9th century. It then housed several hundred buildings of all sizes, of which only 50 are visible today. El Tajín is known the world over for its famous Pyramid of the Niches, a 20-meter high pyramid whose facades are covered with niches, 365 in total, representing the number of days in a year. At the time of their construction, these niches symbolized the caves which made it possible to reach the afterlife in the Totonac culture. Older, the Arroyo Group is also one of the notable buildings with its central square bordered by four pyramids. This is where the city market was held, where you could not only find food, but also slaves. In its most prosperous period, El Tajín must have housed around 50,000 inhabitants. Unique in the world, it allows you to discover what Totonac architecture looks like, which cannot be found anywhere else in Mexico.

The idea is to make some city-states with a negative impact. There are still the bonuses linked to the Envoys but the Suzerain bonus is a penalizing handicap. Wether it's worth it or not is up to you. It can also be a formidable trap for the AI. The non-vigilant player can also be trapped, if he unwittingly validates the city-state's quests.

Is there a particular reason for the negative suzerainty bonus or is this meant as a option for the players who want it?
