EVOR - Quality Bionics Patch

Description
Patches in workSkill to the base EVOR object, so that the quality bionics mod knows to assign a quality. Right now the quality determining skill is... medical.

Couldn't decide which skill to use, but since other mods use the skill they have the highest req for; I chose medical for consistency. This does mean you'll rarely see below normal.
