Jawa Scavengers

- Make the Scavengers all Scorchlanders.
- Make 'em tiny, but just as vicious.
- Expand their territory to make them a bigger menace!
- Give them duscoats and hoods, to resemble Jawas as best they can using vanilla assets (unfortunately, there are only chain hoods).

Expanded territories include:
- Grey Desert (small groups)
- The Eye (small groups)
- Flats Lagoon (normal groups)
