Gunner Recruits Can Aim

Makes it so hirable gunners have precision shooting matching their turret/crossbow skill.

Weirdly enough in the game no character has this skill above 1. Maybe it was added last minute, and wasn't properly integrated.

Additionaly it gives Green 15 perception, since he was the only gunner with no perception.

Requires new game or import before recruiting the gunner.
