AI Airfield Generator Random Country Placement

Description
This mod fixes the issue of the Random Country Placement 1.12 AI's inability to make airfields by giving it a one-time decision to instantly create airfields in around half of its states.

This is a very simple mod, and should be compatible with everything.

Note: The mod has been "updated" to 1.12. Nothing has changed, heh. It should still work perfectly fine.

@it's not. Hmm. It might be an issue with overlapping in some way. I'll have to figure out what's wrong specifically. Until it's fixed, I'm afraid only one of my mods can be active at a time, which, uh, isn't exactly ideal lol

If I activate this mod it disables the decisions from your naval mod and I see no new ones. Is this intended?
