I use photoshop too. There is a plugin for arma that lets you create PAA Files. The issue might be the path file to the texture. And maybe that the overwrite is correct. Join the DayZ Modder's community on discord. it will help you a lot!

Feel free to open the od and look at how it is written! Using the mod is permitted but repacking is NOT. You could just change the .paa files in the data folder and use your own textures and classes in config.cpp and use the same code and mod structure i used.
This is only for plate carriers but you could do trousers, jackets, helmets etc...
