Vanilla Remastered - Southern Empire Fix

Description
Quick fix for an issue with VR-F that limited its compatibility with most other mods. This switches the Southern Empire and The Great Desert Empire, so that mods default reference The Great Desert Empire.

This should fix this issue with Southern Empire squads spawning in inappropriate locations.
