respawn locked/disabled means there is no respawn location at all or the respawn location is somehow off the playable map. could you provide a pastebin with the RPT i can analyze more in depth.
also can you please share the settings you used so i can try to duplicate it? was it self hosted MP, scenario SP, hosted MP, et c?
can "what" be a module?
if you have friends you're playing with, see if they get the same issue if they host the mission.
i guess try to isolate it to your computer, your arma profile, et c. we know it's for these specific vietnam DRO ACE missions, but does it happen if someone else hosts the same mission?

are you familiar with the debug menu? try to run locally
player checkAIFeature "MOVE"
which should return true after the mission starts.
since i'm unable to reproduce the issue at all outside of the situtaion i already described to you (where ACE Medical/Fatigue settings are conflicting) i really am not sure how to enact a fix. you also said that the issue is only on certain missions, when in truth, the missions are absolutely identical other than the vietnam specific ones having specific cba_settings for compatibility - the internal logic of the mission isn't any different.
your original post noted that in the team planning area, presumably you press escape to access the ACE Arsenal, and can move around normally. it is after the lobby is completed, after the mission is started and players are moved to the insertion point, that you are unable to move, correct? what happens if you select different insert methods, like HALO jump or something that you don't normally do, or does the issue happen with any/all insert types?
