Unable to reproduce. Tried:
1. Ran game -> Observed mod present (I already had it)
2. Unsubscribed
3. Ran game -> Observed mod not present (It was uninstalled successfully and automatically by the mod tools)
4. Resubscribed
5. Ran game -> Observed mod present (It was reinstalled successfully and automatically by the mod tools)
Your issue is likely due to the general unreliability of the game's Steam Workshop integration. Try unsubscribing, launching the game, then resubscribing and waiting for the download to complete before launching again.
Beyond that I cannot debug your problem remotely. I just forced Workshop to re-download and re-install on my computer and it worked without issue.
