Historically, Rurik is a legendary and poorly documented figure. His story appears only in much later chronicles, and no reliable sources confirm his existence. Most historians see him as mythologized. At the same time, the Rus are first mentioned in the Annales Bertiniani in 839 - before Rurik’s supposed rule.
Choosing Novgorod as the capital is also questionable. Archaeology shows the city appeared only in the 10th century and had no major role in early Rus. The true core of Rus was in the middle Dnieper region, with Kyiv as its main center from at least the 10th century.
A more historically accurate setup would be to feature Kyiv and a documented ruler - such as Sviatoslav or Volodymyr. This would make the mod more immersive and respectful of real history.
