City-State Trait: The Suzerain receives a penalty of -25% Production toward Ancient, Classical and Medieval era melee, ranged Units and anti-cavalry Units.

History:
The Ossossane Sites National Historic Site of Canada is located on the shore of Nottawasaga Bay, Georgian Bay, Lake Huron, Ontario. In their stories, missionaries describe the village of Ossossane and its ossuary. Principal village of the Huron Clan of the Bear from 1632 to 1636 AD. BC, it was probably inhabited before 1632, and possibly 12 years before the smallpox epidemic that decimated Huronia in 1639 AD. Excavation work has unearthed pottery, pipes, beads, ironwork, arrowheads and fragments of copper vessels. The Hurons lived in a village for ten or twenty years before moving out after exhausting local resources. The Wendat were not one tribe but a confederation of four or more tribes that had mutually intelligible languages. According to tradition, this Wendat (or Huron) confederation was initiated by the Attignawantan and the Attigneenongnahac, who made their alliance in the 15th century. They were joined by the Arendarhonon around 1590 and the Tahontaenrat around 1610. A fifth group, the Ataronchronon, may not have achieved full confederate membership and may have been a division of the Attignawantan. The largest Wendat colony and capital of the confederation, at least at the time of Jean de Brebeuf and the Jesuits was located in Ossossane.

Negative city-states are an experimental idea that I'm trying to develop to spice up the game a bit.
In history, it has happened many times that flourishing empires suddenly experience "accidents", which change the course of history that seemed all mapped out.
"Negative" city-states are traps for the AI.
Be careful not to complete their quests inadvertently, otherwise you too risk having this trap. You can also challenge yourself to get there anyway.
With them you still have yield gains (culture, faith, etc...).
