Almost all vanillan resources can be taxed, and the heavier the tax burden, the lower the member states' opinions toward the emperor.
Member states can acquire tax exemptions by waging war, and the emperor can also revoke them through war.

Not sure why, but the mod doesn't seem to work for me... I tested it with, and without any mods. The resolution just doesn't show up as it used to.
