It and this mod do the same thing but they made it first so they get the ooga booga points. Not taking this one down cos that'd ruin the day of anyone who loads a game with this in their playset, but to be clear you can unsub from this and then sub to Henry's and it'll be perfectly save-compatible.
Neither one of us copied each other. Making this mod is as easy as copying a file from the vanilla files and swapping out a no for a yes, Henry just saw and solved a problem a couple hours before I noticed and solved the same problem unaware that someone else had already done it.



For a mod that lets you build tribal holdings AND upgrade all tribal buildings to level 4, including the holdings themselves, go here. Also has links to a lot of other mods that enhance the ooga booga experience. Do beware that both this and Henry's mod are not compatible with Tribalism Beyond (the linked mod), but that Tribalism Beyond also lets you build tribal holdings so there's no particular need for them to be compatible anyway lol:

I made this as copium for lack of ability to make more building slots in tribal holdings with infinite+buyable building slots but have overcome this with an add-on, so any of you who wanna play tall with tribals have fun:
