Caravan Letters Home

Description
Colonists sometimes send letters (via carrier pigeon) back home to the base while on a caravan. The recipient receives a mood boost (or penalty, depending on the content of the letter).

Could these scale with player tech level? So pre industrial would be carrier pigeon, industrial would be radio/telegraph and spacer would be some sort of advanced wireless network
