Yep, it was built around level 1 to start. I've played through it a mix of times with various compositions and haven't seen any major issues. That said I haven't played with any of the newer classes so not sure how they compare in balance.

What is the recommended starting level for characters / parties in this campaign?

On the last level your party can walk directly to the exit and leave the campaign without doing the final battle
