Deflation (No more updates)

The game never had deflation so I decided to implement it! This is a very small mod only focusing on deflation. If you feel like anything needs to be changed please let me know. Due to file corruption I can no longer update this mod but I plan on making a bigger mod focusing on more economic polices because it seems like people want that. This mod was also a test to see if developing a better mod was worth it.
