Makes Agents expensive. The price for an Agent is 20 000 moneys.
The high price in theory should keep the AI from recruiting them. To clarify, all agents are recruitable, but very expensive.

Made for multiplayer as the "No AI agents" mods don't work in co-op campaigns.
