No agents

Makes agents un-recruitable. It does this by making it so no faction has the agent capacity to recruit them, meaning no agent, past the spawning agent can be recruited by either the player or the AI.

That's the theory anyhow, I don't know if it works. Let me know in the comments if it does or does not.

Made for multiplayer as the "No AI agents" mods don't work in co-op campaigns.
