Instant Cooldown Player Only (Staff of tomorrow and everyday after)

Description
With this mod, you should be able to spam magic to your heart's content.

It takes about a second between casts for the cooldown to kick in, so it's kinda almost instant.

Warning: Once you go into tomorrow, there's no coming back. THE MOD CANNOT BE SAFELY REMOVED.

Mod works but I think the AI are also getting the buff. I was getting spammed with spells until their winds of magic give out
