Reduced Weather Effects

This mod removes most of the standard weather effects from the campaign map, and strips out most of the weather/environmental effects from the Kislev region.

It's intended to help improve performance for those suffering from poor frame rates on the campaign map as a result of the weather and environmental effects. Effects for the battle maps have not been altered.

It should work with existing save files.

** NOTE **

This was thrown together quickly and needs more testing. I'm not sure if it will cause issues. Feedback and suggestions are very much appreciated.
