Makes the elite ops emergency unit more consistent with riot police and national guard. Included fixes:
- added marching sounds to elite ops similar to soldiers
- added move order issued sounds to elite ops and soldiers
- soldiers no longer tire similar to riot guards and elite ops

Notes: Soldier callouts not included. If there are incompatibilities with other mods then move this fix to the bottom!
