Teachers Deserve Better, OP because it's overwhelmingly supported with medium PP costs and not-extreme cash costs

Joywire, a policy with a PP cost so outrageously high I'm not sure if I could glitch it that high with mods unless I bring out the cheat ones with a very high cost (another problem with the mod: almost everything has a cost that's around 75% of the default US "income tax" policy revenue)
Human sacrifice, another lolworthy policy but more grim in tone, with the same 100 PP cost but it's cheap financially and improves your economy for some reason
