War bears have siege attacker (+ stats boost)

This mod gives the attribute "Siege Attacker" to bear riders and characters riding a bear.
I also powered them up a little (cf stats Vanilla VS mod)
They also capture points quicker (same speed as lord)
Katarin and ice witches keep their magical attacks and "frostbite" when they are on bear.
Frost maiden are "normal threat" so they are not focused by missiles during battle
