I and a friend are also seeing Climate Penalties still applying after and during adaptation. It works fine in singleplayer - but only sometimes, but it is annoyingly problematic in Multiplayer, where it multiplies the penalties and causes income and replenishment issues.
It also appears to be applying both the +50% to building cost, and the +42.5% from the reduced penalty. It wants to charge me 1925 for a Militia Camp.
Bordeleaux Errant in their purging of Southern Chaos waste, had captured Okkam's Forever Maze in The Daemonium Hills and taken a little pause, the climate adaption was working fine. The adaptation was at 55% so only getting the -2 control climate penalty. After capturing the Castle of Splendor and Crucible of Delights, the total climate penalty was -12 control. CoD & CoS were getting the full penalty plus the -2 adapted penalty. The adaption ticked over to 70% the climate penalty, dropped to -9 control. Capture the last settlement and 100% adaptation, still getting -9 control and no adaptation counter.
