Compact Stations Water Generator Fix

Description
Fixes the Compact Stations Water Generator to not flash anymore.

Just reduces the amount of frames used by the water generator to match the frames originally used by Compact stations, rather than going out of my way to add 12 additional frames of animation to the Compact Stations mod.

Should load after Frackin' and Compact Stations but I had some difficulties testing it so who knows.
