Speed Boost SWEP

- gain +100% speed boost for 1 seconds when used
- lose -25% jump height to make bunny hopping easier
- 10s cooldown

console variables:
boost_cooldown - time to wait before using ability again, in seconds
boost_length - how long the ability lasts when you use it, in seconds
boost_speed_percent - percent movement speed increase to gain while ability active
boost_jump_percent - percent jump height increase to gain while ability active (set to 0 to disable)

- add visuals to indicate ability in use
