Tuned Grapple + Thruster SWEPs

grapple
- launch yourself forward by grabbing objects up to 800 units away and pulling yourself towards them
- cooldown is based on the distance traveled with a minimum of 1s and a maximum of 10s

console variables:
grapple_distance - max distance grapple can reach
grapple_max_distance - how far the player has to reach to get the "grapple_max_cooldown"
grapple_max_cooldown - maximum cooldown player can get for traveling over the "grapple_max_distance"
grapple_min_cooldown - minimum cooldown player can receive for distanced traveled relative to the "grapple_max_distance"

to do:
- add console variable that enables / disables the scaling cooldown in favor of a set cooldown

thrusterpack
- consume 33 ammo to launch yourself backwards
- gain ammo over time

console variables:
thrusterpack_velocity - impacts both speed and distance traveled when using ability
thrusterpack_consume_amount - amount of fuel consumed when using ability
thrusterpack_refill_amount - amount of fuel refilled per "thrusterpack_refill_interval "
thrusterpack_refill_interval - interval to refill fuel while not using ability, in seconds
