Tuned Laser Jetpack SWEP

- consume ammo to launch yourself backwards
- gain ammo over time
- launch yourself further based on the amount of remaining ammo (+100% for full ammo, +50% for half ammo, etc.)

console variables:
laserjetpack_velocity - impacts both speed and distance traveled when using ability
laserjetpack_max_fuel - total fuel
laserjetpack_consume_amount - amount of fuel consumed per "laserjetpack_consume_interval"
laserjetpack_refill_amount - amount of fuel refilled per "laserjetpack_refill_interval"
laserjetpack_consume_interval - interval to consume fuel while using ability, in seconds
laserjetpack_refill_interval - interval to refill fuel while not using ability, in seconds
laserjetpack_percent_boost - percent increased velocity relative to "laserjetpack_max_fuel"

to do:
- add a console variable to disable the scaling boost. until then, you can set "laserjetpack_percent_boost " to 0 to disable the scaling boost, although the graphic stays showing at +0%.
