Harder hotwiring
Hotwire is more harder now, you need tools for this (screwdriver and wrench).

Time delay is added and related to your mechanic and electricity skills.

A Better lockpicking version is needed.

Time delay for access to electric wires:
Mechanic skill = 2 and Electricity skill = 1 >> 1 minute 20 secondes
Mechanic skill = 6 and Electricity skill = 6 >> 35 secondes
Mechanic skill = 10 and Electricity skill = 10 >> 20 secondes
