Description
Bairro Alto was born with all the spices coming with Naus to Lisbon.

In-Game all cities can get Bairro Alto now, it replaces neighborhood but only one can be built. But like the real Bairro alto advantages gaining great people of culture.

Can only be built on hills like the actual Bairro alto, since the labor people were pushed to the hills where rich people got near the harbor plane area.

While rich harbor areas always changing culture, Bairro alto maintained the old one. Also with the Marchas Populares project which is happening in Portugal Nowadays.

Support: Portugal DLC needed.

Is it possible to send a save game somehow? does it happen a any new game?

@rui That's not it. I ensure this is built on mountains and within 3 tiles of my city and still no good. I believe this is broken. :(

Got it, is for any distric that you trying to add to fourth layer, here the reason:"You can only build districts in a 3 tile radius around your city, and that tile is 4 tiles away. As a side note, almost everything else to do with cities respects the three-tile distance: working tiles, buying tiles, placing wonders, and culture bombing (because it adds tiles to the city)."

Where can this district be placed? I understand it must be placed on hills tiles but I get a message that this tile selection is "too close to a city".
