Description
Deciding whether a state of emergency does exist is now up to you. Still, you will have to justify your decision to avoid a backlash. It should now be possible to use multiple situations for justification. It was intended to have punishments for failing to wrap up the emergency situation for too long but that part is yet to be implemented. Therefore, this mod is likely to make the game easier by giving more discretion over triggering Emergency Powers.

More Detailed Description:
This is a WIP mod that aims to introduce proper backlash for Emergency Powers as its acronym stands for. To facilitate this and give players a chance to avoid it, triggering Emergency Powers has become a decision by dedicated policy. The mod was intended to have 2 parts - justification level detector and power abuse punishment. The former has been implemented in the mod but the latter is only partly done. So, the emergency policy will punish you only for declaring or maintaining emergency without proper causes.

Without the National Emergency Response Framework policy enabled, you need 2 Decisive Causes to trigger the Emergency Powers. No amount of Major or Weak Causes will contribute to it. (for list of causes, refer below)

With the first-level NERF policy enabled, you should still need 2 Decisive Causes to trigger the Emergency Powers but you might be able to maintain the situation only with 1 Decisive Cause. Major or Weak Causes still don't work.

With the second-level NERF policy enabled, you can trigger the Emergency Powers with either 1 Decisive Cause or 3 Major Causes. Weak Causes still don't contribute to the situation.

With the third-level NERF policy enabled, you can trigger the Emergency Powers without any restriction but there will be repercussions. Its negative effects will differ by how well your emergency power has been justified. While 1 Decisive Cause can fully justify the decision, other causes can't do so. Having more of them will be helpful though.

  • Decisive Causes: Debt Crisis, Hyperinflation, Class Warfare, General Strike
  • Major Causes: Inner City Riots, Organized Crime, Vigilante Mobs, Armed Robbery, Contagious Disease, Teachers Strike, Doctors Strike, Rail Strike, Drug Addiction, Race Riots, Cyber Warfare, Armed Religious Communities
  • Weak Causes: Pollution, Uncompetitive Economy, Street Gangs, Antisocial Behavior, Alcoholism, Petrol Protests, Black Market, Tax Evasion, Homelessness, Ghettos, Extreme Poverty, Cyclones, Food Crisis, Drone Protest, Luddite Riots, Water Shortage, Environmental Protest, Power Blackouts, HIV/AIDS, Malaria, Illegal Immigration Crisis, North Korea Threat

I'm intending to add penalties proportional to the length of Emergency period as holding a grave situation (like debt crisis or hyperinflation) doesn't really kill a government off. But it's yet to be materialized. Also, I'm not really happy with current penalties for lacking justification as I've found them pretty bearable to the extent of easily winning the second term. If you don't like to add a mod that makes the game easier, you can safely ignore this mod until some updates.
