[ECR] Detention Block 713b

[ECR] presents a battery powered prison block beacon station. This presents unique challenges to any submarine crew. The docking port above the beacon has enough clearance to fit all vanilla subs in the game for the docking port, although terrain generation does not guarantee access. There is a few minutes left in the batteries if you are unable to dock. This prison block is well stocked with the best small arms Europa has to offer, if you can gain access that is.
