Beholder Talents in Talent UI

Require's Werekracken's Beholder Fork. Optionally make the beholder_other visible on the skill allocation page, allows all beholders to get the tentical combat skill tree (at 1.0 mastery if not a mage-eye) if option is toggled on, and makes it so the first 3 in beholder other cost no points to invest in (while making the cloak skill a 1 point talent rather then max of 5 talent since their does not appear to be any benefit to investing more points in it)
