No DMG scaling Ripostes (Vanilla)

Description
LOAD ABOVE ALL!!

Highwayman and Man-at-Arms Riposte no longer scale in dmg (default dmg mod is -40%). After lvl 2, they get 5 ACC + 5 extra acc per rank to a max of 20, like how the rest of skills in the game scale.
