XSTN-VI - No AI pilots, extra squadrons, produce fighters faster

Description
Tweaked for my server which runs on Insane difficulty combined with [2.0] - (SDK) Overhaul - Ship & Station Generation mod. Makes the XSTN-VI artifact add 9 extra squadrons, increase fighter production speed by 30 minutes, and remove the Pilot Workforce.

"AIs do not appreciate the craftsmanship of the fighters they pilot unlike REAL crew." -Human, probably..
