Simple hydrogen usage rebalance.

Modifies Hydrogen usage:
2x efficiency: for Jetpack, Hydrogen Thrusters (Vanilla and Modded)
4x efficiency: for Hydrogen Engine

Power Output Priority Changes:
1) Solar/Wind
2) Battery
3) Hydrogen Engine
4) Reactor
