Reload Time/Fire Rate Logic

Can work for automatic and single fire weapons. (Cannons, LMG, HMG. Flamethrowers may have an issue of tap firing.)
Pulse time should not exceed the reload time of the weapon itself.

Reuploading is allowed regardless of the amount of modification or lack of it. You can freely use this without restriction.

The time sensor that has 0 on min and 0.01 on max should have it's max value 0.001 instead.
