Planetary Ascension Cost Rework

Description
Existing Planetary Ascensions no longer affects PA cost.
Base cost of Planetary Ascension tripled.
PA unlocked at perk 1, but last perk only gives 2 PA levels (start earlier, end the same way).

# Planetary Ascension cost formula: ( Empire Sprawl * PLANET_ASCENSION_SPRAWL_SCALE) * ( 1 + ( Empire Wide Sum of Ascension Tiers * PLANET_ASCENSION_SUM_SCALE )

PLANET_ASCENSION_SUM_SCALE = 0.0 # Vanilla 0.6

I like it. Instead of making the base cost higher, do you think it might be possible to make it so tier 1 ascension still costs 10 and tier N costs 10*N? So the average cost to get to level 10 is 55 and average cost to get to tier 5 is 30?
