That doesn't seem necessary to me, but I explain it anyway.
It is due to shader specifications. In short, the system limitation.
Only equipment in the shirt slot can directly override the texture on the race's skin. Equipment in other slots requires a mesh, which is not suitable for expressing tattoos.
On human and shek.
Technically, shirts add color on their skin texture.
Human and shek have the same UV map (projecting 3d to 2d) of their body but hivers not.
That also explains hivers have their own vests and can't equip other shirts in vanilla.
