Old World Blues: Lost Hills Bunker Rebalanced

Description
This mod is dedicated to rebalancing the Brotherhood of Steel Lost Hills bunker, previously known as Western Brotherhood of Steel in-game , and making it more accessible and easier to play and also making the focus tree progression and progress of that tag feel less tedious and drawn out.

The submod includes:

*Lost Hills getting both on-map and off-map factories of both military and civilian variety through various focuses

*Various focuses, previously costing great amount of political power, now cost either slightly less, or in cases where there are already requirements for their completion that are deemed high enough, lack political power cost.

*Initial conscription law being Scribes, reflecting how Lost Hills very clearly is using both knights and scribes in military capacity as described through events and focuses.

*Easier access to ability to restart the war with NCR based less on completed focuses and more on army sizes.

*Increased ability for Lost Hills to field special forces reflecting buffs other BoS groups get to special forces.

*Mari Torni and Elder Angharad either start with traits or gain traits through their focus tree branches.

*Certain advisers have been either improved to the level of generics or given traits more fitting their provided lore (usually still more capable than their traits before)

*Ability to reclaim states around bunkers Blackwell and Alpaugh through decisions and restore said bunkers giving building slots.

*Decisions to scavenge both power armor and infantry equipment in minor quantities.

*Infiltrated states can be made demilitarized if one picks "The Right War at The Right Time" branch so that demilitarization serves some point rather than simply gaining states and then loosing them as one declares war.

*Restoring bunkers grants cores on the states that the bunkers are in and gaining support from settlers gives claims so that BoS does not loose out of integral territory even if war is mostly won by another force.

This submod is not meant as an insult to the OWB devs that designed Lost Hills Bunker and the systems it has.

(If you do not know if the submod is working or not, check the unique Brotherhood of Steel economic law. In the current Old World Blues proper said law gives -30% factory output, in this submod that was changed into a buff to special forces percentage. If one cannot find said economy law, then check Lost Hills Logistics national spirit, which doesn't give +60 special forces minimum in basic OWB.)

Are you supposed to immediately lose the ghoul/super mutant recruitment laws, whenever I do those focuses I get the recruitment law changed, then it immediately gets reversed back

with the logic behind the demilitarized area being partisans could we get an option to enable it instead of it being forced after the focus

@juicyturtle I believe it is mentioned in the focus description that if NCR goes to war with someone, the demilitarized zones will be removed. However the intention was that the player reclaims Alpaugh and Blackwater bunkers before doing the demilitarization. If it is a repeating issue I will make the demilitarization focus require one to own said bunkers.
