Rookies with SMGs

Description
Makes rookies use smgs instead of rifles, as well as re-balancing smgs so that they aren't just a mobility stick. Intended for Amalagmation Classes, which makes smgs their own weapon type and are the only weapon type, besides the boltcaster, that everyone can use. Because rookies using a rifle only forgetting how to use it when they pick up a vektor rifle was kinda odd.

SMGs now no longer give any mobility, but instead give 'keep your head down', which is low profile (half cover is treated as full cover) with -5 aim, and now deal the same damage as a bullpup while retaining their +2 crit damage.

NOTE:
This mod assumes you are using another mod which makes smgs their own weapon category. If you aren't, you just need to delete the XcomClassData.ini file in the mods config and itll work with smgs being in the rifle category.

Of course, I agree that mobility is given too much, but still this is kind of a unique property of smg, because smg uses a smaller caliber than rifles, which makes it lighter, and the bullpup system makes it more compact, which will call a fighter with smg to be more mobile.

By the way, I keep laughing that the developers didn’t even bother with the name and stupidly called bullpup, although this is the name of the layout of the mechanisms of rifles and machine guns. But that's not the point, in fact the bullpup should also have a small bonus to mobility.

And the ability that you gave, well, in my opinion, does not depend on the equipped weapon in any way.

Do not think that I just came to hate the mod, the idea is interesting, even very necessary, I would install the mod, but my logic does not allow.
