No Strategic Threat / Great Power Penalty

Description
Does exactly what the title says, you'll never actually have strategic threat penalties (the UI in the diplomacy tab still shows up though)

If anyone still playing this game is trash like me but likes painting maps, this is for you

Hey man game is not trash it just never really was compete, its actually quite a pretty game and had serious potential.
