Reduce war support max penalty
Convoy raiding from 80 to 25
Air bombing from 50 to 15

Now AI cant cheating against you reducing war support to 0 by raiding your convoys/bombing your city.
Designed for late game when you cant observe every sea/ocean region

Affects both the AI and the player
