Elite Metro Police NPC

Adds an Elite Metrocop to the spawnmenu, and a MP5K NPC weapon. It also makes so that any Metrocop that spawns with the elite model automatically gets all its respective traits, much like the Combine Elite.

- Has 60 health, it can be changed with the "zippy_elitepolice_health" CVar
- If spawned from the spawn menu, it uses MP5K instead of SMG1
- Minor resistance againts headshots
- Always spawns with a Manhack

- Reasonable Half-Life 2 stats, but it's better than SMG1
- Uses beefy custom sounds made from Half-Life 2/Half-Life 2 beta assets
