RAF-2203 Police

Description
This mod adds a police variant of the RAF-2203 based on the Ambulance model. It functions as both a Police Car and Prisoner Transport.

Very nice, but I noticed they only can carry 1 passenger. If you change
the line to $RESOURCE_CAPACITY 7, it will match the capacity of the ingame microbus.
