No Clue Hunt, Outpost scan skip quest added

Description
This is a patch for No Clue Hunt, it adds the possibility to skip the Outpost Scan Quest that the author didin't add to the original mod.

Any known reasons why this wouldn't work? My latest character (created after installing this mod) was a custom race (Felin) and I was made to scan the Outpost items, but NoClueHunt is working, as it skipped the Floran scan quest properly.

Just wondering if there's something I might have done to break it lol.

@shadow exacttly, in fact it's a complement to the no clue hunt where the author did not include the outpost scan quest

Does this work the same way as the no clue hunt mods, just reducing the required number to 0?
