x2 Hero cap for Nurgle

Description
Nurgle can just about get 1 hero capacity per province. One per rescourse. The other chaos factions can get one hero cap per sttlement.

With this mod every rescource building can provide +2 hero capacity in tier 3. The cost of the tier 3 Upgrade has also been increased by 50%.
